Today's armed forces require military capability that delivers improved precision and creates timely, high impact effects in changing and challenging theatres of operation. This demands a strategy for defence procurement that is at the same time responsive, sustainable and technological innovative. At the same time, the UK MoD, like most other international defence organisations, is striving to provide capability during a climate of intense budgetary review. This is encapsulated in the Comprehensive Spending Review 2007 (CSR 07) which outlines significant investment to enhance conventional military platforms and sustainable nuclear deterrent, and also commits additional funding to two ongoing operational campaigns.
In such an environment, the ability to make expedient yet informed capability acquisition decisions is paramount. The impact of these decisions, when considered within the context of differing priorities of all Defence Lines of Development, needs to be fully understood, to enable them to be continually evaluated and reassessed throughout the capability's lifecycle.
